I gave them both static IP's and they're talking with a cross-over cable and I can mount the shared System 7 drives on the iMac but whenever I try to transfer files it stalls at around ~63 megabytes. It's on different files on the old computer too so I know the HD isn't corrupt.

I can't help you with the cross over cable, but I just attacked pretty much the same problem (moving files from Mac OS X to Mac OS 7.6) and finally succeeded, using an external ZIP 250 drive as the intermediary. It was a bit more involved than that (but not much), and I have blogged about the whole thing at my Happy Macs blog. See happymacs.wordpress.com. The post was made on July 1st 2013 and is titled "Mac OS Standard is Not So Standard".
